Manuscript of a memorandum outlining reasons why Spain should continue the war against Portugal despite the difficulties of doing so, including the need to deter France and England from offering further aid to the Portuguese and to discourage other regions of the empire from revolting. Siniscalco suggests offering peerages and other rewards to non-Spaniards willing to join the King's army, as well as undertaking a direct strike against Lisbon.
